This basis for public policies is the result of the research of the European project Community Energy for Energy Solidarity – CEES which studied and evaluated community-led energy initiatives and the social impact they could produce through solidarity actions with socially vulnerable households. The project identified opportunities and obstacles for strengthening the potential of energy communities as drivers of a just transition, especially in the context of revisions of National Energy and Climate Plans adopted by EU member states during 2024, which may include measures that specifically target energy poverty.
