The brochure presents the results of the first survey on public perception of citizen energy in Croatia, conducted in January 2026 on a representative sample of 800 citizens. The survey analysed respondents’ awareness of energy communities, their motivation and willingness to participate in joint energy production, the benefits they expect, and the barriers they identify in the development of energy communities.
The second part of the brochure also presents the experiences of existing initiatives and concrete examples of administrative, legislative and social barriers to the development of energy communities in Croatia.
The survey was conducted for the partners of the project “Acceleration for Energy Communities in Croatia” by the agency KARIKA koja nedostaje d.o.o., with the support of the Friedrich Ebert Foundation Zagreb. The research was co-financed by the German Federal Environmental Foundation (DBU), the European Climate Foundation (ECF), and the EU LIFE COMET project.
