It brings together a curated selection of existing tools, guidelines, strategies, and reference documents to equip project partners, energy communities, national coalitions, policymakers, and civil society organisations with practical knowledge and resources.<\/p>\n\n\n\n<p>Its purpose is to strengthen local initiatives, improve regulatory environments, and promote inclusive and just energy transitions.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><strong><strong>Why use this handbook?<\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p>The handbook provides access to materials that help energy communities address some of their most common challenges, including regulatory gaps, financial barriers, limited community engagement, and insufficient cooperation.<\/p>\n\n\n\n<p>It serves as a comprehensive entry point for anyone aiming to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>navigate complex regulatory frameworks and public policies,<br><\/li>\n\n\n\n<li>develop sustainable and flexible business models,<br><\/li>\n\n\n\n<li>effectively engage citizens and stakeholders, and<br><\/li>\n\n\n\n<li>promote fair access to renewable energy.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>What\u2019s inside?<\/strong><\/h4>\n\n\n\n<p>The Life COMET Handbook is structured around <strong>3 key themes<\/strong>, each addressing an essential dimension of citizen energy development. These themes reflect the <strong><a href=\"https:\/\/www.zez.coop\/publikacija\/procjena-zrelosti-nacionalnog-okvira-za-uspostavu-i-djelovanje-energetskih-zajednica\/\" target=\"_blank\" data-type=\"link\" data-id=\"https:\/\/www.zez.coop\/publikacija\/procjena-zrelosti-nacionalnog-okvira-za-uspostavu-i-djelovanje-energetskih-zajednica\/\" rel=\"noreferrer noopener\">11 criteria<\/a><\/strong> used to assess the maturity of national frameworks for establishing and operating energy communities.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-text-small-font-size\">1. Frameworks for Enabling Citizen Energy<\/h4>\n\n\n\n<p>How policies, legal structures, and institutions can better support energy communities and integrate them into local, regional, and national strategies.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-text-small-font-size\">2. Practical Development of Citizen Energy<\/h4>\n\n\n\n<p>Business models, financing mechanisms, and technical solutions needed to build and operate sustainable community energy projects.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-text-small-font-size\">3.
