The study was developed as part of the research on the democratization of the energy sector in Croatia. Based on an analysis of the current situation in the field of energy sector management (primarily HEP) and good international practices, we have proposed models that, through different forms of participation of workers, citizens and users, and civil oversight, establish a better, more democratic, socially and environmentally sustainable system of public service.
